Another idea

Everyone including myself have been e mailing Fla. to get help. Since accounting is located in North Carolina I mailed papers to the attorney general of that state. Florida is not really too bothered about people from other states that have a problem with something in Florida, Thats why people who owe child support and have other minor issues head there. I know someone who went there myself years ago that didnt want to pay support. I was hoping someone who mails in their money would contact the post office and report postal fraud. This is for people of the usa and Canada. So far with the people who I have contacted little interest has been shown.

I think the attorney generals office is the best bet because that department handles many diffrent issues.
As the police dept told Peatnut this Cashbreak problems come under civil and that means a person would need to hire an attorney to take the matter into civil court.
Cashbreak will not be considered stealing peoples money with any post office any where.
Reasoning being by their own will people are sent this owner their money therefore he is not stealing their money.

Cashbreak owner is counting on the very people that no matter what for their pleasure or addiction feeds him.

If people will not stick togeather to put this rip off out of business he most likely stays in business cheating people 24-7 as he is doing as we speak.
He is counting on a dribble of people truely makeing efforts to stop him knows just a few makes to little noise to upset the apple cart.
People really need to pull togeater on this matter and do what you have done send a letter to the attorney generals office.
File complaints with the FTC office as some of us have done and then follow up makeing sure these people do their work and do it right.

If you look at the complaint form for postal fraud there is a  category for lottery, which this is. Also misrepresentation, which this is,  prize or sweepstakes, which our winning could be considered a prize.
